US Congress and government raised their own salary, retroactively.
1871
Congress passed the Indian Appropriation Act, which revoked the sovereignty of Indian nations and made Native Americans wards of the American government. The act eliminated the necessity of treaty negotiating and established the policy that tribal affairs could be managed by the U.S. government without tribal consent.

University of South Carolina opened to all races.

US Bureau of Refugees, Freedmen, and Abandoned Lands was established to help destitute free blacks.

President Abraham Lincoln signed the conscription act compelling U.S. citizens to report for duty in the Civil War or pay $300.00. 86,724 men paid the exemption cost to avoid service. The inequality of this arrangement led to draft riots in New York.

Abraham Lincoln approved a charter for National Academy of Sciences.
