In Illinois out-going Gov. Ryan commuted the sentences of 167 Death Row inmates one day after he freed 4 death row inmates. He called the death penalty process "arbitrary and capricious, and therefore immoral." The 4 death row inmates had all been convicted on evidence gathered by police Lt. Jon Burge. In 2008 Burge was arrested and charged with lying when he denied in 2003 that he and detectives under his command tortured murder suspects.
