A new constitution for Thailand, that is to usher in December general elections and end military rule, was approved by millions of voters in the country’s first ever nationwide referendum. This was the 18th constitution since the end of absolute monarchy in 1932.

French foreign minister Bernard Kouchner arrived in Baghdad on a groundbreaking visit after years of icy relations with the US over Iraq. In central Baghdad gunmen driving several cars waylaid a minibus headed for Sadr City, the capital's Shiite enclave, and abducted 15 passengers, A top US general said American forces are tracking about 50 members of an elite Iranian force who have crossed the border into southern Iraq to train Shiite militia fighters.
